Each bank has their own procedures for tracking and capturing suspicious payments. Since most banks have already implemented automated transaction systems, all of them apply certain filters to track payments.
Hong Kong HSBC can be taken as an example: it definitely has filters adjusted to Latvia, not allowing any payments to that country, and Cyprus, where the transfers are allowed only after the bank calls the account signatory to prove the payment transaction.
Cyprus itself has quite a different situation. For example, banks do not allow so-called borrowings.
Well, as times change, we have to keep up!
