2019 Norway Budget Proposes Flat-tax Rate for Foreigners

The 2019 Budget for Norway reportedly suggests allowing foreign employees to pay a standard flat tax rate of 25%. The regime includes both foreign employees as well as Company Directors earning an annual salary of 618,000 Norwegian krone (USD $75,000) or below.

The scheme will be available by election for non-residents and first-year residents, who at the moment, have no deductions available under the current legislation which may be deterring highly skilled workers from relocating there for business purposes.

Obtaining a certificate of coverage will reduce the tax rate to 17%, and provide full exemption from social security contributions.
