The EU takes steps to form a defense alliance

The European Union adopted the idea of creating a new European Defence and Security cooperation network known as Pesco. Pesco will provide an opportunity to develop military joint capabilities,  collective project investment and strengthen the appropriate armed forces of the union members.

On November 13th, European Defense Ministers from the 23 member states osigned a joint notification on Pesco. On 7th, December, Portugal and Ireland announced their decision to join, bringing the total number of defence contributors to 25.

Federica Mogherini, the EU's High Representative for Foreign Affairs, called this move "historic" due to it being a step towards improving federalisation in the EU, which includes such projects (and there are 17 of them) as a pan-European military training centre and improvement of capacity development. For 2019 and 2020, a budget of 1 billion Euros was approved additionally.
